Conclusion :
1) with 2.5s weapon delay, 20% any autoattack delay equates to a missing autoattack opportunity.
2) with 3.3s weapon delay, 35% any autoattack delay <= .9s equates to a missing autoattack opportunity.
3) with 3.7s weapon delay, 30% any autoattack delay <= .9s equates to a missing autoattack opportunity.

Since autoattack damage is a huge percent of Dirge parse, a missed autoattack opportunity will much more affect DPS than a missed ability.
